    • Applicants for state employment
    • Vendors
    • Contractors
    • Volunteers
    • Customers
    • Business partners
    • Unpaid interns
    • Other individuals that State employees interact with for business purposes, including advocates, lobbyists, and representatives of individuals or businesses
